I'm interested in the changing weather pattern in the Arctic, because the relationship between weather patterns of Arctic and global warming, which is the most serious environmental problem which we should solve first and foremost, is really strong. Today there are many environmental problems on the earth, for example, global warming, deforestation, desertification, ozone depletion, and acid rain, which are being noticed in the world. Among those problems, I think global warming is the most serious problem because global warming can be the cause of many environmental problems. According to Michael Harris (2005) and Tim Appenzeller (2000), today, weather patterns have been changing in the Arctic. Arctic ice has been melting suddenly and the temperature is increasing there. This fact is the cause of speeding up global warming, dying out of some animals, changing ecosystem, and changing weather pattern of the world. The environment or weather of the Arctic is one of the most important keys to solving environmental problems. Also, in Japan, we had much snow unnaturally this winter. And there were a lot of accidents, some people died, some houses were broken, and also traffic jams were a serious problem because of snow. I heard this problem affected commerce excessively. Generally speaking, the cause of the extraordinary amount of snow is global warming. Thus, the biggest cause of the changing weather pattern is global warming. Therefore, we have to solve the global warming problem to solve the changing weather pattern problem.
The relationship between the changing weather pattern in Arctic and global warming is strong. We need to do some things to solve this serious problem. Today, there are various measures to stop global warming in the world and these things are executed by each country, especially MDCs (More Developed Countries), so we should combine the ideas of provisions for global warming of each country, and I wonder if we can find the best way to restrain global warming. Therefore, I would like to introduce the provisions for global warming in Japan, especially in Tokyo, which is one of the cities that are the biggest causes of global warming. I think Japan is one of the countries which has been taking good measures for global warming.
First, we need to consider CO2, which is the biggest cause of global warming, which is the direct cause of changing weather pattern of Arctic. Japan is the fourth leading emitter of CO2 in the world, and Tokyo is the leading prefecture which exhausts CO2 in Japan. Therefore, the Tokyo metropolitan government has been taking some measures for CO2 in Tokyo.
The first is that government obliged office buildings and other large sources of CO2 to reduce emission of greenhouse gas. In Tokyo, 40% of emissions are from commercial sources, and it has been increased by 19% for ten years (1990 ~ 2000), so this is the most serious problem in Tokyo. The government emphasized that the tax for environmental funds depends on how much exhaust each company emits. After this, the companies cooperated with the government and wrestled with this problem more, because they needed to demonstrate the amount of emissions for the government (Tokyo Metropolitan Government, 2005a).
The second is that the government is doing some things to reduce CO2 from transportation (Tokyo Metropolitan Government, 2005a). This is about 35% of emissions in Tokyo. Today, our transportation systems have been developed and become convenient as the technology has been improved, and we use them more and more, so the rate of CO2 has increased has become by about 20% from vehicles from 1990 to 2000, even though the gas mileage of vehicles has become much better. Therefore, the government has strengthened the “Automobile Environmental Management System”, and they teach “eco-driving” to companies which emit too much CO2 or something like that, and they are trying to reduce vehicle kilometers traveled (VKT) and idling. Also, they strengthen “transportation demand management (TDM)”, and they are promoting the use of public transportation systems like trains and buses for consumers. Those provisions will combine to decrease the consumption of energy.
Second, using energy is the one of the causes of global warming, so I will introduce how we reduce energy in Tokyo. In Tokyo, there are many huge buildings which were built in the 1970s when the economy was improved rapidly. The buildings are one of the big causes of waste of energy and emission of CO2, because this period was before the technology had been developed enough, and those buildings became old, so the buildings will need to be replaced. Therefore, today, this period is a unique opportunity, so the government is executing the “Green Building Program.” They obliged new buildings to put in high technology provisions for CO2 like the solar system, even if it is expensive, and they aim to make Tokyo a large-scale energy-saving city (Tokyo Metropolitan Government, 2005a).
The second is that they promote changing the energy sources to renewable. Tokyo depends on other cities for 95% of its electric power, so it is necessary to make it an environment-friendly city (Tokyo Metropolitan Government, 2005a). In 2003 the government was influenced by Europe and placed two large wind turbines in Tokyo bay. This became the symbol of resolution for solving environmental problems and saving energy in Tokyo. Actually, this symbol really influenced our mind, so this was a very meaningful event for us even though these wind turbines can’t make much energy. Europe’s wind technology is much better than Japanese, so I think if we can cooperate with them and can develop the wind energy system, the symbol will become more effective. Also, the government constructed a “hydro station” for fuel-cell cars near the wind turbines.
In addition, the government thought that it is an important thing to provide the information about energy efficiency to us, consumers, in order to save energy, so they made the organization for the relationship between producers and consumers (Tokyo Metropolitan Government, 2005a,b). Nowadays, exhaust of CO2 and amount of use of electric power is increasing from residential sources because of the increase in the number of households, swelling up of electrical machines, and increasing a lot of functions of machines, such as air conditioner, refrigerator, TV, etc. Therefore, the government implemented effective systems and campaigns with dealers in order to guide consumers to choose an energy saving machine. They made a label as an emblem of their effort for energy efficiency in Tokyo. Thanks to this label we can understand what the machine’s advantage is and choose easily, and improve our consciousness for energy efficiency. Thus, the government began to consider and act for energy conservation.
Third, the Tokyo metropolitan government built the station for supplying hydro in 2002, and the fuel cell-powered bus has been used from 2003 to 2004 in Tokyo, and the bus was driven and carried many people in Tokyo for two years (Tokyo Metropolitan Government, 2005a). Scientists have developed new technology to reduce greenhouse gas. They exploited a fuel cell-powered car. It was success. This car uses just hydro power, so there are many advantages. The emission is just water, it doesn’t make noise, and the energy efficiency is much better than the car which uses the petrol engine or the diesel engine. Therefore, the car is really good for the environment. If the cars are produced, CO2 level will be decreased by close to 30% in Tokyo. Also, the bus was used in the 2005 world exposition in Aichi, Japan, and it was used by a lot of people who came from all over the world (IBM Japan, 2005). In addition, Honda, which is one of the most famous automobile companies from Japan, has developed fuel cell-power car to produce in the world. Actually, the car was introduced on November, 2004 in New York (JHFC, 2006). The fuel cell-power car has many advantages; however, it has disadvantages, also. The cost has been a problem. We need much money to transfer from the petrol engine or the diesel engine car to the fuel cell-power car; also we need to construct hydrogen stations all over the place like gas stations. If it will be improved, we can dissolve the CO2 problem considerably.
In conclusion, the relationship between the changing weather pattern and global warming is strong. We need to solve these problems to live in the future. There are many measures like the example of Tokyo or new Japanese technology which I gave. We have excellent technology and idea to solve and stop global warming. We need to cooperate and improve the environment of the earth. I hope we will find the best way to solve those problems as soon as possible and we will get a beautiful Earth again.
